Amazon’s Phone-From-Space Gambit

Amazon is quietly building a second space network of more than 5,000 satellites that will talk directly to your phone, no dish required.

Amazon moves to put mobile service in orbit

Amazon Leo, the satellite arm of Amazon, has filed an application with the Federal Communications Commission to build a new space-based telecom platform made up of more than 5,000 satellites.

The plan calls for a direct-to-device system that connects straight to smartphones and other mobile devices, without the usual ground antennas or home dishes.

Amazon says this network will provide voice calls, text messaging, data, and emergency services in areas where cell coverage is weak or does not exist today.

The proposal describes a constellation of up to 5,105 satellites in low Earth orbit, circling a few hundred miles above the planet. These spacecraft would act like cell towers in the sky, filling in coverage gaps for travelers, rural communities, and people hit by natural disasters.

Amazon’s filing frames the system as a partner to mobile network operators, not a replacement, claiming it will “complement” existing networks and extend 4G and 5G services to places where towers are too expensive or too vulnerable.

Stacking a new constellation on top of Amazon’s first

This new mobile-focused network sits on top of Amazon’s earlier space project, known first as Project Kuiper and now branded Amazon Leo.

That original constellation was licensed for 3,236 broadband satellites, designed to deliver high-speed internet to homes, businesses, and governments using ground-based user terminals.

Amazon began full-scale deployment of that broadband network in April 2025 and has conducted dozens of launches with partners like Arianespace, Blue Origin, SpaceX, and United Launch Alliance.

Amazon’s corporate site describes the broadband constellation as a network of more than 3,000 satellites linked by high-speed optical connections, feeding into a global mesh of ground gateways and fiber backbones.

Public tracking data and company statements show hundreds of those broadband satellites already in orbit, enough for Amazon to promise “initial service” across some latitudes this year.

Regulatory filings indicate that, with a second-generation expansion approved, Amazon ultimately aims for about 7,700 broadband satellites overall, even before counting the new 5,000-plus direct-to-device craft.

How the phone-from-space plan is supposed to work

Amazon’s direct-to-device system is designed to talk directly to standard smartphones, not special satellite handsets. The company leans on radio spectrum it gained through an $11.6 billion acquisition of Globalstar, the satellite communications provider that already supports Apple’s iPhone emergency features.

By pairing its own Amazon Leo satellites with Globalstar’s experience and frequencies, Amazon claims it can deliver reliable mobile connectivity from orbit, starting with emergency and messaging features and expanding toward full voice and data coverage.

The deployment timetable is aggressive but clear. Amazon’s filings and public statements say launches for the new 5,105-satellite network would begin in 2028, with global coverage as the constellation fills out.

At the same time, Amazon must keep launching broadband satellites to meet Federal Communications Commission deadlines on its first Leo license, which require thousands of craft in orbit by 2029. That means Amazon is planning two overlapping mega-constellations, both racing against regulatory clocks and limited rocket capacity.

What this means for competition and coverage

This move plants Amazon squarely in the middle of a growing fight over who controls “cell service from space.” SpaceX’s Starlink already offers satellite-to-phone links with partners, and other satellite firms chase similar deals.

Amazon’s new plan takes a different angle: build a huge network that plugs into existing mobile operators, instead of trying to replace them.

At the same time, taxpayers and consumers should watch for real delivery, not just big numbers. Amazon already has a 3,236-satellite broadband commitment and now wants another 5,105 satellites for phones, plus a larger 7,700-satellite broadband expansion.

That scale raises fair questions about space traffic, debris risk, and whether regulators will keep a level playing field among rival networks.

But the core idea—using private capital to bring connectivity to rural and remote Americans without building miles of costly towers—lines up with a preference for market solutions over endless government subsidies.
